Get to know the portal twillo.de and the OERSI – Search Index for Open Educational Resources in Higher Education (oersi.org). In this session, we will reflect on the characteristics of open educational materials as well as their opportunities and challenges. Together we will take a look at the current situation in Germany. This includes developments, for example in the areas of practice, infrastructure, policy and governance, quality dimensions of educational materials and networks. Potentials and synergies will also be discussed.
Open Educational Resources (OER) are educational materials that can be used free of charge. As they allow for adaptation to specific teaching and learning contexts as well as (collaborative) further development, OER can support the design of educational programs. The creation and publication of OER offers the opportunity to make one’s own work visible in the academic community. At the same time – similar to open access publications – access to education is improved and an open teaching and learning culture is promoted.
Despite these opportunities, the creation, sharing and use of OER at university level is still restrained. Reasons for this include individual uncertainties regarding legal, technical or didactic issues.
Since 2019, twillo has been jointly developed by the TIB – Leibniz Information Centre for Science and Technology, the E-Learning Academic Network (ELAN e.V.), the HIS Institute for Higher Education Development (HIS-HE), the University of Applied Sciences Emden/Leer, the University of Osnabrück and Stud.IP e.V. Since 2023, four cooperation partners have been developing twillo further. The OER portal twillo is a permanent offer of the TIB for the joint further development of free educational materials for teachers and learners in Lower Saxony and in cooperation with other federal states – regionally and internationally. The portal twillo is funded by the german Lower Saxony Ministry of Science and Culture.

The Open Education Day takes place in cooperation with swissuniversitites and the PH Bern. All who are interested in the topic of Open Educational Resources are invited to participate on site in Bern (for example teachers and educational staff, university employees and students who are interested).
